global_conf.json – used or not?

Hi!
When starting the lora-network-server it looks for the global_conf.json in /var/config/lora and if not found it defaults to /opt/lora/global_conf.json.
This is printed in the log when starting the lora_network_server.
When looking at the documentation the only thing I can find is that this is only cared about when using the conduit in pkt-forwarder mode. But why is lora-network-server then looking for this?
Especially the gateway_conf section makes me confused.

In network server mode a packet forwarder is still used to communicate with the MTAC-LORA card. The packet forwarder is configured to send packets to localhost.
The network server will build a global_conf.json file. The look-up-table (LUT) values in the global_conf.json must match to the installed hardware (MTAC-LORA) version.
