Can i connect two conduits via Lora?

Dear all
i need your help
I am new to the IoT technology and i need some help.
I have 1 Base Station IP67 and 1 Conduit AEP.
How can i make the Conduit to forward the LORA packets it receives from the nodes, to the Base Station and then from the Base Station to the server through GSM.
I managed to send data from the BS to the server via GSM but i can’t make the two devices talk.
I ‘ve set the Base Station as ‘Network Server’ and the Conduit as ‘Packet forwarder’.

Packet forwarder uses UDP to connect to the network server. Ethernet or wifi is recommended.
The network server must be able to open UDP ports on the public interface and allow incoming connections.
Depending on the network provider this may not be possible on a GSM network.
