2 layer xDot PCB

Hi,
I’m designing a PCB with the xDot module based heavily on the xDot Development Kit PCB. For cost reasons, I’d prefer to use a 2 layer board rather than the 4 layer stack-up described in the Developer Guide.
Some questions:
1. While the 2 layer board has the same overall thickness as the 4 layer board, there won’t be internal power planes. Is this likely to change the values of the antenna tuning components?
2. The Development Guide states “If you follow our design guidelines,you do not need to re-certify your design”. Does using a 2 layer board constitute not following the design guidelines, so I’d have to re-certify the design?
